This report examines the suitability of five selected clean coal technologies (CCTs) for carbon financing under the Kyoto mechanisms Joint Implementation and the Clean Development Mechanism. The technologies examined are supercritical Pulverised Coal Combustion (PCC), Circulating Fluidised Bed Combustion (CFBC), Pressurised Fluidised Bed Combustion (PFBC), Pressurised Circulating Fluidised Bed Combustion (PCFBC), and Integrated Gasification Combined Cycle (IGCC). Currently, the carbon market is developing rapidly but CCTs are not playing a role. It is concluded that CCTs in principle can be implemented under JI or CDM, and even some advantages of CCTs over other technologies can be identified. The additionality of the greenhouse gas reductions by CCTs is relatively easy to demonstrate as none of the technologies have been implemented in developing countries. A prerequisite for CCTs under JI and CDM, however, is that the emissions from a technology that represents an economically attractive course of action can be used as the baseline approach. In addition, the awareness of the potential for CCTs in the climate change community could be enhanced.
